သတင်းအဖြစ်ထုတ်ပြန်ချက်
ကုလသမဂ္ဂလုံခြုံရေးကောင်စီ၏ ငြိမ်းချမ်းရေးရေရှည်တည်တံ့ရေးအတွက် ယုံကြည်မှု တည်ဆောက်ရေးဆိုင်ရာ ဝန်ကြီးအဆင့်ဆွေးနွေးပွဲတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီးဦးကျော်မိုးထွန်းက လုံခြုံရေးကောင်စီအနေဖြင့် စစ်တပ်မှ အပြစ်မဲ့ပြည်သူများအား သတ်ဖြတ်နေမှုများအပေါ် ရှုတ်ချမှု၊ အပြစ်ကျူးလွန်သူများအား အရေးယူနိုင်ရေးအတွက် ဆောင်ရွက်မှု၊ ပြည်သူများ အသက်ထပ်မံဆုံးရှုံးမှု မဖြစ်စေရန် ကာကွယ်ပေးမှုများကို ပြတ်ပြတ်သားသား လုပ်ဆောင်သင့်

၁။ နယူးယောက်မြို့ ကုလသမဂ္ဂဌာနချုပ် လုံခြုံရေးကောင်စီ၏ ရေရှည်ငြိမ်းချမ်းရေး တည်ဆောက်ရေး ခေါင်းစဉ်အောက်မှ ငြိမ်းချမ်းရေးရေရှည်တည်တံ့ရေးအတွက် ယုံကြည်မှုတည်ဆောက်ရေးဆိုင်ရာ ဝန်ကြီးအဆင့် ဆွေးနွေးပွဲတစ်ခုကို ၃-၅-၂၀၂၃ ရက်နေ့တွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အဆိုပါဆွေးနွေးပွဲတွင် ကုလသမဂ္ဂဆိုင်ရာ မြန်မာအမြဲတမ်းကိုယ်စားလှယ် သံအမတ်ကြီး ဦးကျော်မိုးထွန်းမှ တက်ရောက်မိန့်ခွန်း ပြောကြားခဲ့ပါသည်။
၂။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်မှ အောက်ဖော်ပြပါအဓိကအချက်များကို ဆွေးနွေးပြောကြား ခဲ့ပါသည်-
(က) ရေရှည်တည်တံ့သော ငြိမ်းချမ်းရေးသည် လူသားများနှင့် လူ့အဖွဲ့အစည်းများ၏ ဖွံ့ဖြိုးတိုးတက်မှု အတွက် အခြေခံအုတ်မြစ်ဖြစ်ကြောင်း၊ ရေရှည်တည်တံ့သည့် ငြိမ်းချမ်းရေးတည်ဆောက်ရေးမှာ အစိုးရတိုင်း၏ အဓိကတာဝန်တစ်ရပ်ဖြစ်ကြောင်း၊ ပဋိပက္ခများမှ ကာကွယ်ရေးနှင့် ငြိမ်းချမ်းသော အသိုက်အဝိုင်းတစ်ခု ထူထောင်ရေးတို့အတွက် အစိုးရများနှင့် ကုလသမဂ္ဂ၏ ကြိုးပမ်းမှုများတွင် ပြည်သူများအကြား ယုံကြည်မှုမြင့်မားရေး ဆောင်ရွက်ရန် အဓိကလိုအပ်ကြောင်း၊ ပြည်သူများ၊ အဖွဲ့အစည်းများနှင့် ၎င်းတို့၏အစိုးရအကြား ယုံကြည်မှုရှိရန်မှာ တရားဥပဒေစိုးမိုးရေး၊ တရားမျှတရေးနှင့် ဒီမိုကရေစီရေးစသည်တို့မှတစ်ဆင့် ထိန်းသိမ်းမြဲမြံထားကြောင်း၊
(ခ) တရားဥပဒေစိုးမိုးရေး ပျက်ပြားခြင်းကြောင့် ပဋိပက္ခများဖြစ်ပွားရခြင်းဖြစ်ပြီး၊ ဤသို့ တရားဥပဒေ စိုးမိုးမှုပျက်ပြားရခြင်းမှာလည်း ကျယ်ကျယ်ပြန့်ပြန့် လူ့အခွင့်အရေးချိုးဖောက်ခြင်း၊ အာဏာအလွဲသုံးစား လုပ်ခြင်း၊ ချန်လှပ်ထားခြင်း၊ အပြစ်ကျူးလွန်သူများ အပြစ်ပေးခံရခြင်းမှ အစဉ်ကင်းလွတ်နေခြင်း စသောကိစ္စရပ်များကြောင့် ဖြစ်ကြောင်း၊ အကြမ်းဖက်မှုများကြောင့် ပျက်စီးခဲ့ရသည့် တည်ငြိမ်ရေးနှင့် တရားဥပဒေစိုးမိုးရေးတို့ ပြန်လည်ရရှိရန်မှာ အကြမ်းဖက်မှုများရပ်တန့်၍ နိုင်ငံရေးသဘောတူညီချက် များရရှိရန် လိုအပ်ကြောင်း၊ တရားမျှတမှုနှင့် လုံခြုံရေးအဖွဲ့အစည်းများအပေါ် အများပြည်သူများ၏ ယုံကြည်မှုပြန်လည်တည်ဆောက်ရေးတွင် အမျိုးသားပြန်လည်စည်းလုံးညီညွတ်ရေးနှင့် ငြိမ်းချမ်းရေးသည် မဖြစ်မနေလုပ်ဆောင်ရမည့် အရာတစ်ခုဖြစ်ကြောင်း၊
(ဂ) ဆိုးရွားသည့် ရာဇဝတ်မှုများအပေါ် ကုလသမဂ္ဂလုံခြုံရေးကောင်စီက တုန့်ပြန်ရာတွင် တသတ်မှတ် တည်းရှိနေမှု၊ မှန်းဆနိုင်မှုရှိနေမှုတို့သည် နိုင်ငံအဆင့်တွင် ပြုလုပ်သည့် ငြိမ်းချမ်းရေးတည်ဆောက်မှု လုပ်ငန်းစဉ်များ အောင်မြင်ရေးအတွက် ထိရောက်စွာ အထောက်အကူဖြစ်စေနိုင်ကြောင်း၊
(ဃ) လုံခြုံရေးကောင်စီမှ အတည်ပြုချမှတ်ထားသည့် ဆုံးဖြတ်ချက်အဆိုများတွင် စစ်ရာဇဝတ်မှုများနှင့် လိင်ပိုင်းဆိုင်ရာအကြမ်းဖက်မှုများအပါအဝင် ရက်စက်သည့် ကျူးလွန်မှုများ၊ ကျူးလွန်သူများအနေဖြင့် တာဝန်ခံမှုနှင့် အပြစ်ပေးခံရမှုများမှ လွတ်ငြိမ်းနေမှုများ အဆုံးသတ်ရေးများကို ဆောင်ရွက်ရန် အရေးကြီးမှုကို အလေးပေးထားကြောင်း၊ ယခင်က ကောင်စီသည် အပြစ်ကျူးလွန်သူများ အရေးယူမှုများကို ကိုင်တွယ်ဖြေရှင်းပေးခဲ့ပြီး အမျိုးသားပြန်လည်သင့်မြတ်ရေး ရေရှည်လုပ်ငန်းများကို အထောက်အကူပြုစေခဲ့သည့် သာဓကများရှိခဲ့ကြောင်း၊ အခြားတစ်ဖက်တွင်လည်း နိုင်ငံတကာ အသိုက်အဝန်းနှင့် လုံခြုံရေးကောင်စီက နိုင်ငံတကာမှုခင်းများ ဆိုးရွားစွာ ကျူးလွန်နေသူများကို လုံလောက် သော အရေးယူမှုများမရှိခဲ့သည့် အခြေအနေများလည်း ရှိနေကြောင်း၊ ထိုသို့သော လုပ်ဆောင်မှုများ မရှိသည့်အခြေအနေသည် ပြစ်မှုကျူးလွန်သူများကို ဆက်လက်ကျူးလွန်စေရေးအတွက် အားပေးရာ ရောက်ပြီး အရေးယူဒဏ်ခတ်မခံရခြင်းက ၎င်းတို့အား ရှေ့တိုးဆောင်ရွက်စေခဲ့ရာ ငြိမ်းချမ်းရေး တည်ဆောက်ရန် ထိန်းသိမ်းရန်မှာ ပိုမိုခက်ခဲစေကြောင်း၊
(င) ယင်းနှင့်စပ်လျဉ်း၍ မြန်မာနိုင်ငံရင်ဆိုင်နေရသည့် ဖြစ်ရပ်ကို ဥပမာပေးလိုကြောင်း၊ ၂၀၂၁ ခုနှစ် ဖေဖေါ်ဝါရီလ စစ်တပ်မှ တရားမဝင်အာဏာသိမ်းခဲ့သည့် (၂၇) လ အတွင်း စစ်တပ်၏ လူမဆန်သော ရက်စက်သတ်ဖြတ်မှုများနှင့် ပြည်သူများအား စစ်တပ်၏ ရက်စက်ကြမ်းကြုတ်မှုများအပေါ် တုံ့ပြန်ရာတွင် လုံခြုံရေးကောင်စီမှ သတင်းထုတ်ပြန်ချက် (၇) စောင်၊ လုံခြုံရေးကောင်စီဥက္ကဋ္ဌ၏ ထုတ်ပြန်ချက် (၁) စောင်နှင့် မြန်မာ့သမိုင်းတွင် ပထမဆုံးလုံခြုံရေးကောင်စီဆုံးဖြတ်ချက်တစ်ခုကို ချမှတ်ခဲ့ကြောင်း၊ ယင်းထုတ်ပြန်ချက်များ၊ ဆုံးဖြတ်ချက်များတွင် ပြည်သူများအပေါ် အကြမ်းဖက်မှုများရပ်တန့်ရေး၊ ထိန်းသိမ်းထားသည့် ရွေးကောက်ခံခေါင်းဆောင်များ ပြန်လွှတ်ပေးရေးနှင့် အာဆီယံဘုံသဘောတူညီချက် (၅) ချက် အမြန်ဆုံးအကောင်အထည်ဖော်ရေးများ တောင်းဆိုထားကြောင်း၊
(စ) သို့သော်လည်း လုံခြုံရေးကောင်စီ၏ တောင်းဆိုမှုများကို စစ်တပ်မှ လေးစာမှုမရှိ လျစ်လျူရှု လျက်ရှိပြီး၊ အပြစ်မဲ့ပြည်သူ (၃,၄၀၀) ဦး ကျော်ကို ဥပဒေမဲ့သတ်ဖြတ်၍ အစုလိုက်အပြုံလိုက်သတ်ဖြတ်မှု (၆၆) ကြိမ် ပြုလုပ်ခဲ့ကြောင်း၊ စစ်တပ်၏ အကြီးမားဆုံး လူအစုလိုက်အပြုံလိုက်သတ်ဖြတ်မှုမှာ ပြီးခဲ့သည့် ဧပြီ ၁၁ ရက်နေ့က ပဇီကြီးကျေးရွာတွင် အရပ်သားများ စုဝေးမှုအား လေကြောင်းမှ မဆင်မခြင် ပစ်မှတ်ထားတိုက်ခိုက်မှုပြုလုပ်ခဲ့ရာ (၆) လသား အရွယ်ကလေးနှင့် အရွယ်မရောက်သေးသည့် ကလေးများ၊ အမျိုးသမီးများအပါအဝင် လူပေါင်း (၂၀၀) နီးပါး အသက်ဆုံးရှုံးခဲ့ကြောင်း၊ ၎င်းမှာ လူသားမျိုးနွယ်စုအပေါ် ကျူးလွန်မှုဖြစ်ရပ်၊ စစ်ရာဇဝတ်မှုမြောက်သည်မှာ ထင်ရှားကြောင်း၊ မြန်မာနိုင်ငံဆိုင်ရာ လုံခြုံရေးကောင်စီ ဆုံးဖြတ်ချက်အဆို “၂၆၆၉” ပါ အကြမ်းဖက်မှုများ ချက်ချင်းရပ်တန့်ရေး တောင်းဆိုမှုများလျစ်လျူရှုလျက် ပြည်သူများအပေါ်စစ်တပ်မှ ကျယ်ကျယ်ပြန့်ပြန့်နှင့် စနစ်တကျတိုက်ခိုက်နေမှုများ ဆက်လက်ဖြစ်ပေါ်နေပြီး၊ ပိုမိုရက်စက်လာကြောင်း၊
(ဆ) ဤနေရာတွင် မိမိအနေဖြင့် အဖွဲ့ဝင်နိုင်ငံပေါင်း (၁၂၀) ကျော် ပါဝင် လက်မှတ်ရေးထိုးထားသည့် လူမျိုးသုဉ်းသတ်ဖြတ်မှု၊ လူသားမျိုးနွယ်စုအပေါ် ကျူးလွန်မှုနှင့် စစ်ရာဇဝတ်မှုကျူးလွန်မှုများအပေါ် လုံခြုံရေးကောင်စီမှ အရေးယူမှုများနှင့် စပ်လျဉ်း၍ ACT Code of Conduct အား ပြန်လည်ဖော်ပြလိုကြောင်း၊ ကြိုတင်ကာကွယ်ရေးစီမံချက်များနှင့် ကြိုတင်သတိပေးမှု၏ အရေးကြီးမှု များကို မိမိတို့အနေဖြင့် ထပ်ခါထပ်ခါ သက်တောင့်သက်သာ ပြောဆိုကြကြောင်း၊ မြန်မာစစ်တပ်၏ ရက်စက်သည့်လုပ်ရပ်များနှင့် ပတ်သက်၍ ကုလသမဂ္ဂအတွင်းရေးမှူးချုပ်၊ မြန်မာနိုင်ငံဆိုင်ရာ အထူးကိုယ်စားလှယ်၊ လူ့အခွင့်ရေးဆိုင်ရာ မဟာမင်းကြီး၊ မြန်မာနိုင်ငံလူ့အခွင့်အရေးဆိုင်ရာ အထူးအစီရင်ခံစာတင်သွင်းသူနှင့် IIMM တို့မှ အကျယ်တဝင့် ဖော်ပြခဲ့ကြကြောင်း၊
(ဇ) ယခုအခြေအနေတွင် မေးခွန်းမေးစရာဖြစ်လာကြောင်း၊ ကုလသမဂ္ဂ၏ ကြိုတင်သတိပေးရေး အချက်များကို အခြေပြု၍ လုံခြုံရေးကောင်စီအနေဖြင့် မည်ကဲ့သို့ ထိရောက်သော ဆောင်ရွက်မှုများကို ဆောင်ရွက်နိုင်မည်လဲဟု မေးစရာရှိသကဲ့သို့၊ မြန်မာပြည်သူများ၏ အသက်ကို ကယ်တင်ရေးအတွက် မြန်မာပြည်သူများအနေဖြင့် လုံခြုံရေးကောင်စီမှ ဘာကိုမျှော်လင့်နိုင်မည်လဲဟု မေးခွန်းထုတ်စရာရှိကြောင်း၊
(ဈ) ပဋိပက္ခတစ်ခုဖြေရှင်းရေးတွင် လုံခြုံရေးကောင်စီအတွင်း မတူညီသောအမြင်များ ရှိသည်ကို မိမိတို့အနေဖြင့် နားလည်ကြောင်း၊ သို့ရာတွင် လုံခြုံရေးကောင်စီအနေဖြင့် စစ်တပ်မှ အပြစ်မဲ့ပြည်သူများအား သတ်ဖြတ်နေမှုများအပေါ် ရှုတ်ချမှု၊ အပြစ်ကျူးလွန်သူများအား အရေးယူနိုင်ရေးအတွက် ဆောင်ရွက်မှု၊ ပြည်သူများအသက် ထပ်မံဆုံးရှုံးမှု မဖြစ်စေရန် ကာကွယ်ပေးမှုများကို ပြတ်ပြတ်သားသား လုပ်ဆောင်သင့်ကြောင်း၊ စစ်တပ်သည် အပြစ်မဲ့ပြည်သူများအား လေကြောင်းမှ အကြိမ်ကြိမ်ဗုံးကြဲတိုက်ခိုက်ခဲ့ခြင်းအတွက် နိုင်ငံတကာ၏အရေးယူမှုကို မခံရသရွေ့ စစ်တပ်မှ ပြည်သူများအပေါ် သတ်ဖြတ်နေခြင်းကို ရပ်တန့်ခြင်းမရှိဘဲ ဆက်လက်လုပ်ဆောင် နေဦးမည်ဖြစ်ကြောင်း၊
(ည) နိုင်ငံတကာလူသားချင်းစာနာမှုဥပဒေကို လေးစားလိုက်နာပြီး စစ်တပ်၏ အရပ်သားပြည်သူများ အပေါ် လူမဆန်သောသတ်ဖြတ်မှုများကို လုံခြုံရေးကောင်စီအနေဖြင့် ထိရောက်စွာ အရေးယူဆောင်ရွက်ရန် အချိန်ကျရောက်ပြီဖြစ်ကြောင်း၊ မြန်မာပြည်သူများ၏ မျှော်လင့်ချက်နှင့်ဆန္ဒအတိုင်း ဆုံးဖြတ်ချက်အဆို “၂၆၆၉” ၏ နောက်ဆက်တွဲအဖြစ် ထိရောက်သောလုပ်ဆောင်မှုများ ဆက်လက်ဆောင်ရွက်ပေးရန် လုံခြုံရေးကောင်စီကို တောင်းဆိုကြောင်း၊ ယင်းသို့ဆောင်ရွက်ပေးခြင်းသည် မြန်မာနိုင်ငံတွင် လက်ရှိဖြစ်ပွား နေသော အကြပ်အတည်းကို ဖြေရှင်းပေးရုံသာမက၊ မြန်မာနိုင်ငံ၏ ပဋိပက္ခလွန်ကာလ အောင်မြင်သော ငြိမ်းချမ်းရေးတည်ဆောက်မှု ဖြစ်ပေါ်ရေးအတွက် များစွာအထောက်အကူဖြစ်စေမည်ဖြစ်ကြောင်း။
၃။ မြန်မာအမြဲတမ်းကိုယ်စားလှယ်ပြောကြားခဲ့သည့် မိန့်ခွန်းအပြည့်အစုံ (အင်္ဂလိပ်ဘာသာ) အား ပူးတွဲဖော်ပြအပ်ပါသည်။

Statement by Ambassador Kyaw Moe Tun, Permanent Representative of the Republic of the Union of Myanmar to the United Nations at the UN Security Council Open Debate on “Futureproofing Trust for Sustaining Peace” under the agenda item “Peacebuilding and Sustaining Peace” (New York, 3 May 2023)
Mr. President,
At the outset, I wish to congratulate Switzerland on assuming the Presidency of the Security Council for the month of May. Myanmar expresses its appreciation to the Presidency of Switzerland for organizing this important open debate. I also thank High Commissioner for Human Rights and other briefers for their insightful briefings this morning.
Mr. President,
Our global architecture on peace and security is facing a growing public distrust and our multilateral cooperation is deteriorating with deepened divisions among member states. They are undermining our collective ability to address common threats and implement sustainable peace on regional and international levels. Against this backdrop, Myanmar welcomes the Secretary General’s report on Our Common Agenda, particularly the New Agenda for Peace to revitalize our security system and strengthen our collective, multilateral action for peace.
Sustainable peace is the foundation for human progress and development of every society. To achieve and sustain peace is one of the primary responsibilities of every government. Approaches of governments and the United Nations to preventing conflicts and promoting peaceful and inclusive societies require a high level of trust from their people and among the people. Trust among the people, communities and their government within a society is fostered and maintained through the institutions of the rule of law, justice and democracy.
Violent conflicts break out in many situations due to the collapse or destruction of the rule of law, which is usually preceded by the systematic and widespread violations of human rights, abuse of power, exclusion and persistent impunity. Reestablishing the rule of law and stability in a society battered by violence takes a lot more than cessation of violence and political agreements. Fostering public trust and restoring confidence in the justice and security institutions is a prerequisite for achieving eventual national reconciliation and sustainable peace. However, this can hardly be achieved without addressing the issues of accountability and impunity.
The international community especially the UN Security Council has a meaningful role to play in this regard. One of the fundamental ways the Council can do is to promote sanctity and effectiveness of existing international legal frameworks by using its proven tools at its disposal to address accountability for serious international crimes being committed in conflict situations. Predictability and consistency of the Council’s response to perpetration of atrocity crimes can significantly contribute to the success of peace-building processes at the national levels.
The Council, in its resolutions, has emphasized the importance of addressing accountability and ending impunity for atrocity crimes including war crimes and sexual violence. The Council in the past addressed accountability for those responsible for serious international crimes and contributed to the long-term impact on the national reconciliation on the ground. On the other hand, in situations where there is no adequate action from the international community and the Security Council, perpetrators of serious international crimes are emboldened. Subsequently, their impunity thrives. As a result, peace can hardly be built and sustained.
Mr. President,
In this connection, I wish to take the continued experience of my country Myanmar as an example. It has been over 27 months since the illegal military coup in February 2021. During this time, in response to the illegal junta’s blatant disregard for human lives and humanity, and their brutality against the people, the Council has issued 7 press statements and one presidential statement, and adopted a historic first-ever resolution, expressing its repeated concerns and condemnations for the violence against the civilian population, calling for the release of the detained elected leaders, and calling for the swift and full implementation of ASEAN 5-Point consensus.
However, every single call of the Security Council has been disrespected and ignored by the military junta. Instead, the junta has lawlessly killed over 3,400 people and committed 66 massacres of civilians during this period. The latest large-scale massacre was the heinous targeted aerial attack on a civilian gathering in Pazigyi village on 11 April that killed nearly 200 civilians including women and children as young as 6 month old baby. It clearly constitutes a crime against humanity and war crime. In total disregard for the Council’s demand for an immediate end to all forms of violence in its resolution 2669, the junta’s widespread and coordinated attacks against the people of Myanmar continue unabated with much more cruelty.
I sincerely recall the ACT Code of Conduct regarding Security Council action against genocide, crimes against humanity or war crimes which over 120 UN member states signed in. We all talk conveniently again and again of preventive measures and importance of early warning. With regard to the military’s atrocities in Myanmar, we do have a lot of early warning signs. The UN Secretary-General, his Special Envoy on Myanmar, the High Commissioner for Human Rights, the UN Special Rapporteur on Myanmar, and the IIMM mentioned widely the military’s atrocities in Myanmar.
Here, the questions are raised. How does the UN Security Council take action effectively on such early warnings provided by the UN systems? What can the people of Myanmar expect from the Security Council to save their lives?
Mr. President,
We can understand that there can be different views within the Council on the approaches towards the resolution of a particular conflict. However, the Council should be unequivocal in denouncing the deliberate killings of civilians especially when backed by evidence, taking action to hold those perpetrators accountable, and preventing further loss of people lives.
The military’s repeated aerial bombings on civilians in an indiscriminate and disproportionate manner have made it clear that the junta cannot be expected to stop attacking the civilian population while their inhumane actions have received no action from the international community.
In conclusion Mr. President, it is high time for the Security Council to ensure that international humanitarian law is respected and effectively respond to the indiscriminate killings of civilians by the military junta. I urge the Council, in accordance with the will and aspiration of Myanmar people, to adopt follow-up concrete measures to the resolution 2669 and give peacemaking a chance by ending the military impunity. It will significantly contribute not only to the resolution of the current crisis but also to the successful peace-building process in the post-conflict Myanmar.
